Quick Reply in phpBB 3.0.6

After updating to phpBB 3.0.6, the only way to turn on the quick reply is to go into each forum and manually turn it on in the ACP.

The only anti-spam tool I use on my phpbb3 forums is Prime Anti Bot which I have found to be extremely successful to date.
